Description
Prior approval under Schedule 2, Part 3, Class R of the GPDO for the change of use of redundant grain store to bed and breakfast rooms for the adjacent public house.
Conditions / Refusal Reasons
Prior to the first occupation of the development hereby approved, the off-road parking and turning areas shall be provided in accordance with drawing no. 238/PR/A 02, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with the provisions of Schedule 2, Part 3, Class R of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and the provisions of the National Planning Policy Framework.
Notwithstanding the provisions of Schedule 2, Part 3, Class R of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), the use hereby permitted shall be for no more than 12 bed and breakfast rooms and 1 meeting room used in an ancillary function to the adjacent commercial property known as The Mole Inn and for no other purpose(s) permitted under Class R or any other use permitted by that order. At no time shall the bed and breakfast rooms and/or meeting room be operated independently to the main commercial property.
Reason: To ensure a satisfactory scale of development is permitted in the interests of preventing future harm to highway safety and neighbouring residential amenities in accordance with the provisions of Schedule 2, Part 3, Class R of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and the provisions of the National Planning Policy Framework.
No part of the development hereby approved shall be occupied or brought into use until the building has been connected to private drainage systems for both foul and surface water disposal the details of which shall first be submitted to and approved in writing by the local planning authority. The details submitted shall demonstrate how the proposed drainage systems will be compliant with sustainable drainage (SuDS) principles. At no time shall the foul and surface water generated by the development hereby approved be discharged into the public highway sewer system.
Reason: To prevent increased risk of overloading of the public highway sewer system leading to flooding in the village in accordance with the provisions of Schedule 2, Part 3, Class R of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and the provisions of the National Planning Policy Framework.
