The Development Plan identifies appropriate locations for new pitches for gypsies, travellers and travelling showpeople, and under a separate policy, sets out the requirements for the provision of caravan and mobile home sites. Based on the information provided, there is insufficient reason to conclude that the development would contribute to meeting the needs of a gypsy or traveller family, as defined by the Planning Policy for Traveller Sites 2015. The development site lies outside the confines of any settlement, in a rural, isolated location with poor connectivity, and does not constitute a sustainable location where caravan or mobile home sites, or new housing, would be acceptable in principle. The principle of the development does not meet the requirements of housing policies in the Development Plan, and conflicts with saved policy H15 of the South Oxfordshire Local Plan. The National Planning Policy Framework requires development to be focussed in sustainable locations, and the Development Plan requires that development provides safe and convenient access to the highway network and public transport. The site is in an unsustainable, location without safe pedestrian access to public transport, facilities or schools. The use of the site and size of the vehicles associated with the use would intensify the impact on the highway network and increase the vehicle movements to and from the site, resulting in increased risk to highway safety. The development conflicts with housing policies in the Development Plan in respect of overriding highway objections, and is contrary to saved policy T1 of the South Oxfordshire Local Plan.
