The Development Plan identifies appropriate locations for new development. New Buildings within the Green Belt will not be allowed unless the development falls within strictly defined criteria. Little Milton is one of the villages within the district where infill, and in some cases, backland development may be allowed but planning permission will not be granted for new housing on the edge of settlements that would extend the built up limits of development into the surrounding countryside. In this case, the site lies within the Oxford Green Belt on the edge of the built up limits of the village and does not constitute an infill plot. It would not be considered as an appropriate location for new residential development. The provision of a new dwelling on this site would consolidate development on the edge of the settlement and extend the built up limits of the village and would have a greater impact on openness than the current use. Development of this nature would detract from the landscape setting of Little Milton and the openness of the Green Belt which would be inappropriate development as defined in the National Planning Policy framework (NPPF). No special circumstances have been put forward to demonstrate that the harm by reason of inappropriateness is outweighed by other considerations. As such the proposal would be contrary to advice contained in the NPPF, Policies CSS1, CSR1 and CSEN2 of the adopted South Oxfordshire Core Strategy 2027 and to policies G2, H4 and GB4 of the adopted South Oxfordshire Local Plan.
The site forms an important open space between two listed buildings on the edge of the village. Development on the site would detract from the landscape setting of the village and the historic character and appearance of the Little Milton conservation area. In addition, having regard to the size and scale of the proposed dwelling, the proposal is out of scale and keeping with the more modest scale of dwellings in the area which would further harm the setting of the village, the setting of the adjacent listed buildings and the character of the conservation area. As such, the proposal is contrary to Policies CSEN3 of the adopted South Oxfordshire Core Strategy 2027 and to policies C4, CON5, CON7, D1 and H4 of the adopted South Oxfordshire Local Plan.
