The site is an open area which contributes positively  to the character of the conservation area in its undeveloped state. The development of the site by the erection of a dwelling, access driveway and parking would adversely affect the strong rural character of this part of the conservation area and would encroach visually upon the important open space which would not preserve or enhance the character and appearance of the East Hagbourne conservation area and contrary to policy Con 7 of the South Oxfordshire Local Plan 2011 and policy CSEN2 of the South Oxfordshire Core Strategy 2027.

A public footpath runs to the west of the site from which views into the site are gained. The development of this open site would spoil this public view and adversely affect the character of the area contrary to policy H4 of the South Oxfordshire Local Plan 2011.
