Conditions / Refusal Reasons
Due to the small size of the garden areas and the overshadowing effects of adjacent vegetation, particularly to the south, the development would result in a poor standard of private outdoor amenity space to the detriment of the occupiers of the proposed dwelling and the adjacent property, Plot 3. This, along with the proximity of the front elevations of Plots 3 and 4 to each other and the lack of distinct turning areas exemplifies that the proposal would result in an overdevelopment of the site. The development would therefore be contrary to adopted South Oxfordshire Local Plan 2011 Policies G2, G6, D1, D2, D3, D4 and H4 and advice contained in the South Oxfordshire Design Guide 2008 and in Government Guidance in PPS1 and PPS3.
The proposed development would introduce a further 3-bedroom dwelling into a recent development containing only 3-bedroom dwellings. When taken as part of the adjoining development, this proposal fails to provide for a mix of housing, particularly in relation to addressing an identified shortfall in 2 bedroom dwellings having regard to adopted South Oxfordshire Local Plan 2011 Policy H7. The proposal would also fail to accord with the general thrust of guidance contained within PPS3.
The application fails to demonstrate high standards in the conservation and efficient use of energy, water and materials. As such the proposal would be contrary to adopted South Oxfordshire Local Plan 2011 Policies G2 and D8 and advice contained in the South Oxfordshire Design Guide 2008 and Government Guidance in PPS1 and PPS3.
