Conditions / Refusal Reasons
That the proposal by virtue of the amount of development and the type of dwellings including their siting, height, scale, mass and extent of built form will result in a development that fails to protect local distinctiveness and respect existing settlement patterns and local character. The proposal will adversely affect the character of the area and is inappropriate in relation to the setting of the frontage dwelling, the site and its surroundings. The proposal is contrary to PPS1, PPS 3, South Oxfordshire Local Plan Policies G6, H4, H8, D1 and the South Oxfordshire Design Guide.
That the site and its immediate surroundings are distinctive within Didcot and provide a type of property that cannot be found elsewhere in the town. The proposal and cumulative impacts would result in the loss of this type of property undermining the mix of housing provision in Didcot contrary to PPS1, PPS 3 and South Oxfordshire Local Plan Policy H7.
That the design and layout of the development provides no landscape structure or space for landscaping and none of the dwellings have adequate amenity area. The development will be dominated by the access road, parking and waste storage and will result in a cramped environment and an over-development of the site. The development will be visually intrusive and out of character with the surrounding area contrary to Policies G2, G6, D1, D3, D4, D10, H4 and the South Oxfordshire Design Guide.
That the proposed development will detrimentally affect the amenities of the neighbouring properties by virtue of overlooking, noise, visual intrusion and light pollution, contrary to South Oxfordshire Local Plan Policies H4, D3, D4, EP4 and the South Oxfordshire Design Guide.
The juxtaposition of development in relation to existing mature trees on plots 2 and 8, in particular, will compromise the living conditions and amenity of those residents leading to pressure for removal of those trees, which are important landscape features in the local scene. The proposal is therefore contrary to South Oxfordshire Local Plan Policies H4, D1 and C9.
That the scheme fails to provide parking of an appropriate type and amount to serve the development and is therefore likely to lead to on street parking detrimental to the safety and convenience of highway users and the visual amenities of the area, The proposal is contrary to South Oxfordshire Local Plan Policies D2, H4, T2 and the South Oxfordshire Design Guide.
That notwithstanding the loss of this type of housing referred to in Reason 2 the scheme fails to provide a mix of housing that meet the needs of current and future households, contrary to South Oxfordshire Local Plan Policy H7.
That further information and evidence is required in respect of the pre assessment for the Code of Sustainable Homes to demonstrate that the development could meet the estimated Code Level 3. As such the proposal does not provide a high standard of sustainable design in accordance with South Oxfordshire Local Plan Policy D8.
That the application does not incorporate appropriate provision for infrastructure and services, for biodiversity and recreation in particular. The proposal is therefore contrary to South Oxfordshire Local Plan Policies C6 and D11.
