That the proposal would be contrary to Policy S1 of the adopted South Oxfordshire Local Plan, Policy TC7 of the South Oxfordshire Local Plan 2011 First Deposit Draft June 2002 and Government guidance in PPG6 - Town Centres and Retail Developments. The site lies outside the defined town centre boundary and comprises a large building sited on an industrial estate. The proposed use is considered to be a key town centre use which is likely to attract large numbers of people and if sited on an out of town centre site, would draw people away from town centres and detract from their vitality and viability. In addition, it is considered that the applicant has not adequately demonstrated a need for the proposal nor satisfied the sequential tests as set out in Policy TC7 of the draft South Oxfordshire Local Plan 2011 First Deposit Draft 2002. and PPG6.
