Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, E/L01, P/L01 Rev B, E/B01, P/B01 Rev B, E/S01 Rev C, E/001, E/002, E/003, E/004, P001, P002, P003, P004, P005, P006, P007, P008, P/001 Rev A, P20-395-SK-01 and P20-395-SK-02, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified within the Design and Access Statement hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The tree protection details as set out in the submitted Arboricultural Impact assessment and Method Statement Report Dated January 2021 and shown on the Tree Removal and Protection Plan shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

Two bird boxes shall be erected onsite in a suitable location and retained on site in perpetuity. All enhancements should be delivered prior to final occupation. Reason: To achieve a net gain for biodiversity, in accordance with Policies ENV3 and ENV4 of the SOLP 2035 and paragraph 170 of the NPPF.

No development shall commence on site without the appointed archaeologist being present (other than in accordance with the agreed and submitted Written Scheme of Investigation - Thames Valley Archaeological Services, Ref: 20e84wb, dated 14th December 2020). Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy ENV9 South Oxfordshire Local Plan 2035.

The development hereby approved shall constructed in accordance with the Surface Water Drainage Strategy Report Issue 1 - 25.03.21 Ref: P20-395 approved under reference P21/S0688/DIS. Reason: To prevent an increased risk of flooding in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
