Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, P4U19111001.PL2, HP4U1911.901 PL2, HP4U1911.1002 PL3 and 1911.01 PL1, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the smooth painted render, brickwork and tiles to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building(s). Reason: In the interests of the visual appearance of the development in accordance with Policies CS1 and CSQ3 of the South Oxfordshire Core Strategy 2027, Policies D1, G2 and H13 of the South Oxfordshire Local Plan 2011 Polcies D1 and D1a of the Sonning Common Neighbourhood Plan with the relevant weight afforded to policies set out in the emerging South Oxfordshire Local Plan 2035.

The horizontal timber boarding on the detached garage hereby permitted shall only be completed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CS1 and CSQ3 of the South Oxfordshire Core Strategy 2027, Policies D1, G2 and H13 of the South Oxfordshire Local Plan 2011 Polcies D1 and D1a of the Sonning Common Neighbourhood Plan with the relevant weight afforded to policies set out in the emerging South Oxfordshire Local Plan 2035.

The detached outbuilding hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 46 Kennylands Road. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policy H13 of the South Oxfordshire Local Plan 2011.

The construction of the driveway hereby permitted shall be of a 'no dig' construction method in accordance with the details, materials and method set out in the supporting Arboricultural Survey Implications Assessment & Arboricultural Method Statement ehreby approved, which demonstates minimal soil excavation, soil compaction or soil contamination within the root protection area of the adjacent trees, or in materials and details which shall previously have been approved in writing by the Local Planning Authority. Reason: To safeguard trees which are visually important in accordance with Policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, Policies C4, C9, D1, G2 and H13 of the South Oxfordshire Local Plan 2011, Polcies D1, D1a, ENV2 and ENV2a of the Sonning Common Neighbourhood Plan with the relevant weight afforded to policies set out in the emerging South Oxfordshire Local Plan 2035.

The tree protection details as shown on approved plan HP4U1911.1002 PL3 and supporting Arboricultural Survey Implications Assessment & Arboricultural Method Statement shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027, Policies C4, C9, D1, G2 and H13 of the South Oxfordshire Local Plan 2011, Polcies D1, D1a, ENV2 and ENV2a of the Sonning Common Neighbourhood Plan with the relevant weight afforded to policies set out in the emerging South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plans P4U1911.1001 PL2 and HP4U1911.1002 PL3 shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies D2, H13, T1 and T2 of the South Oxfordshire Local Plan 2011.

Any gates provided shall be set back a minimum of 5.0 metres from the back of the footway and shall open inwards into the site. Reason: To ensure that vehicles may wait clear of the carriageway or footway while the gates are opened or closed in the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
