Variation of condition 2 on planning applications P17/S4443/FUL and P18/S3392/FUL to regularise the kitchen window, fenestration detail and the roof detail at the party wall.
Revision of application P17/S4443/FUL [First floor rear extension over existing, single storey rear extension. Conservatory extension to rear, change of use from A4 (public house) to C1/A3 (bed and breakfast and cafe)] with below new amendments. 1. Retention of extension wall and widening of single storey extension to the west, up to adjoining neighbours' wall. 2. Single storey kitchen extension to the south east of the building. 3. Addition of retractable awning to front elevation (amended plans received 2nd January 2019, correcting number of bedrooms, amending internal layout and replacing proposed conservatory with awning)
Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, EE001, EF001, P G02, EX 201, EX 200, EX 100, EX 101, P G01, BC 100 C, BC 101 B, BC 200 C and BC 201 A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The materials to be used in the external construction, detailing and finish of the extensions and alterations hereby approved shall accord with the details agreed under the discharge of conditions application (ref:P19/S0708/DIS).
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON7, G2 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the accommodation, all first-floor windows in the north-east elevation of the extension hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity up to a height of 1.7m from the finished floor within the associated room. Notwithstanding any details shown on the submitted plans, the windows shall also be fixed shut with the exception of a top hung openable fanlight. The windows shall be retained as such thereafter.
Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 and H4 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan (MV/CC/009 rev:D) and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The proposed community cafe facilities shall be provided and made operational prior to first use of the B&B accommodation. They shall be retained thereafter.
Reason: In order to ensure that the site continues to provide an appropriate alternative community facility following the loss of the public house, in accordance with Policy CF1 of the South Oxfordshire Local Plan 2011.
