Conditions / Refusal Reasons
The proposed development is unacceptable in principle because the application site falls outside the built up limits of Sonning Common and does not meet the definition of infill development. It would therefore be contrary to saved Policy H4 of the South Oxfordshire Local Plan 2011, policies CSS1 and CSR1 of the South Oxfordshire Core Strategy 2012 and Policy H1 of the emerging South Oxfordshire Local Plan 2034.

The proposed development of the site for three dwellings and proposed vehicular access would likely result in the loss of protected trees and vegetation which would harm the character of the site and surrounding area contrary to saved policies C9, D1 and G2 of the South Oxfordshire Local Plan 2011, policies CSEN1 & CSQ3 of the South Oxfordshire Core Strategy 2012 and Policy ENV1 of the emerging South Oxfordshire Local Plan 2034, section 172 of the National Planning Policy Framework, and BS 5837, 2012 Trees in Relation to Design, Demolition and Construction.

The proposed development will likely have an adverse impact on the ecological value of the site and fails to meet the sequential test approach contrary to Policy C6 of the South Oxfordshire Local Plan 2011, Policy CSB1 of the South Oxfordshire Core Strategy 2012 and policies ENV2, ENV3 of the emerging South Oxfordshire Local Plan 2034 and paragraphs 170, 174 and 175(a) of the National Planning Policy Framework.
