The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON11, CON13, CON14 and E5 of the South Oxfordshire Local Plan 2011.
Following the approval of the Written Scheme of Investigation referred to in condition 3, the archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority.
Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
No materials, plant, temporary structures or excavations of any kind should be deposited / undertaken on or adjacent to the Public Right of Way that obstructs the public right of way whilst development takes place.
Reason: In the interests of highway safety and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011 and Policy BCS13 of Brightwell cum Sotwell Neighbourhood Plan.
No development shall take place until a Construction Transport and Environmental Management Plan (CTEMP) that is in accordance with the approach outlined in the Draft Construction Traffic and Environmental Management Plans has been submitted to and approved in writing by the local planning authority. This shall deal with the treatment of any environmentally sensitive areas, as well as a plan detailing the works to be carried out showing how the environment will be protected during the works. Such a scheme shall include details of the following:
- The timing of the works.
- Construction methods.
- Construction compound locations, parking and turning areas
- Any necessary mitigation for protected species.
- Any necessary pollution protection methods.
- A map or plan showing habitat areas to be specifically protected during the works.
- Information on the persons/bodies responsible for particular activities associated with the CTEMP that demonstrate they are
qualified for the activity they are undertaking. The works shall be carried out in accordance with the approved CTEMP.
Thereafter the development shall be carried out in accordance with the approved details.
Reason: In order to ensure the protection of wildlife and the supporting habitat, and secure opportunities for the enhancement of the nature conservation value of the site and in the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policies C6, C8 and T1 of the South Oxfordshire Local Plan 2011.
The creation of ponds within Little Wittenham SAC shall be implemented strictly in accordance with the mitigation and enhancement measures stated in Table 3 of the supporting Ecological Appraisal (Ecoconsult Ltd, December 2019, Report Version: 161219, pages 19 and 20).
Reason: To minimise the impacts of development on biodiversity, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027, Policies C6 and C8 of the South Oxfordshire Local Plan 2011 and paragraph 170 of the NPPF.
Prior to the commencement of the erection of boardwalks only, including any preparatory site clearance or ground works, a report containing the findings of the pre-commencement surveys (water vole and badger) recommended in section 5 of the supporting Phase 1 Habitat Survey Report (Ecoconsult Ltd, 20/12/2019, Report Version: 18.12.2019) shall be submitted to and approved in writing by the local planning authority. This report shall contain an updated mitigation strategy for the proposed boardwalks. Thereafter, this aspect of the development (boardwalks) shall be implemented in accordance with the approved details.
Reason: To minimise the impacts of development on biodiversity, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027, Policies C6 and C8 of the South Oxfordshire Local Plan 2011, Policy BCS12 of the Brightwell cum Sotwell Neighbourhood Plan and paragraph 170 of the NPPF.
The tree protection details as shown within the approved Arboricultural Report Ref: 1119-8089 Dec 2019 shall be put in place prior to any on site works and thereafter retained in situ for the duration of construction.
Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011 and Policy BCS12 of the Brightwell cum Sotwell Neighbourhood Plan.
The developer shall confirm in writing to the Local Planning Authority the presence of any unsuspected contamination encountered during the development. In the event of any contamination to the land and/or water being encountered, no development shall continue until a programme of investigation and/or remedial works to include methods of monitoring and certification of such works undertaken has been submitted to and approved in writing by the local planning authority.
Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
