The proposed development constitutes major development in the Chilterns Area of Outstanding Natural Beauty (AONB), the application fails to demonstrate exceptional circumstances in the public interest that would justify this development as required by Paragraph 172 of the National Planning Policy Framework (NPPF). As such the application is contrary to Policy CSEN1 of the South Oxfordshire Core Strategy, Policies G2 and G4 of the South Oxfordshire Local Plan 2011, Policy ENV1 of the Sonning Common Neighbourhood Plan and the NPPF in particular but not confined to paragraphs 170 and 172.

Due to its location and scale, the proposal would create a prominent and incongruous intrusion into Sonning Common's valued rural setting, relate poorly to the village, and cause material harm to the landscape character of the AONB. The proposal would not conserve or enhance the landscape and scenic beauty of the AONB and would fail to protect its special qualities. The harm is considered to outweigh the scheme's benefits. As such the application is contrary to Policy CSEN1 of the South Oxfordshire Core Strategy, Policies G2, G4, C4 and D1 of the South Oxfordshire Local Plan 2011, Policies ENV1 and ENV2 of the Sonning Common Neighbourhood Plan and the NPPF in particular but not confined to paragraph 170.

The proposal is located outside of the larger village of Sonning Common and is not allocated for development in the made Sonning Common Neighbourhood Plan. The proposal would therefore not accord with the distribution strategy for housing or housing for older people and would be  unsustainable as it will not provide suitable access to facilities and services. As such the proposal would be contrary to Policy CSS1 of the South Oxfordshire Core Strategy 2012, policy H4 of the South Oxfordshire Local Plan 2011, H1 of the Sonning Common Neighbourhood Plan 2016 and the NPPF, in particular but not confined to paragraphs 72 and 91.

The proposed development by reason of its scale, massing, layout and character does not integrate with the village resulting in a dominant and intrusive form of development and having a significant urbanising effect on the settlement edge. In addition, the layout and design results in poor amenity for residents by virtue of the lack of access to private amenity space and publicly accessible green space, an overdominance of car parking and limited space for tree planting within the development. As such the proposal is contrary to Policy CSQ3 of the South Oxfordshire Core Strategy 2012, policies C4, D1 and D3 of the South Oxfordshire Local Plan 2011, policy D1 of the Sonning Common Neighbourhood Plan 2016, the South Oxfordshire Design Guide and the NPPF in particular but not confined to paragraphs 127, 130 and 131.

The submitted application has failed to provide sufficient information to fully assess the impacts of the proposals on the highway network in relation to the following: estate roads within the site being shared surface areas, the proposed widening of Blounts Court Road, cycle parking facilities and the pedestrian exit from the site to Widmore Lane. As such the application is unable to demonstrate that there will not be a detrimental impact upon the highway network or to the surrounding area including the loss of trees, contrary to policy CSM1 of the South Oxfordshire Core Strategy and and policies T1, D1 and C9 of the South Oxfordshire Local Plan 2011.
