The proposed development by way of the introduction of hard-surfacing and formation of the vehicular cross-over and associated vision splays involving the removal of the hedge, and formation of a through-road from Stert Road to Brook Street, would intrude into the countryside and would have an urbanising impact that would be harmful to the rural character and appearance of the site and surrounding area, and harmful to the landscape setting and settlement pattern of Kingston Blount contrary to Policies D1, C4, C9, G2, and G4 of the South Oxfordshire Local Plan 2011, Policies CSEN1, CSB1 and CSQ3 of the South Oxfordshire Core Strategy 2027, and the National Planning Policy Framework.
