Conditions / Refusal Reasons
The application site and its surroundings have a spacious and verdant semi-rural character and appearance. The proposed development, due to its siting, and layout, would result in a form of backland development that would fail to respect the established character and appearance of the site and the surrounding area. As such the proposal would be contrary to Policies CSQ3, CSR1 and CSEN1 of the South Oxfordshire Core Strategy and Policies G2, C4, D1, and H4 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2016 and the National Planning Policy Framework.
Having regard to the alignment and proximity of the proposed access road to 9 Swanston Field the proposed development would cause unacceptable levels of noise and disturbance to the occupiers of this adjacent property. As such the proposal would be contrary to Policy CSQ3 of the South Oxfordshire Core Strategy and Policies G2, D4, EP2 and H4 of the South Oxfordshire Local Plan 2011.
The plans provided do not clearly indicate vehicle tracking movements and given the limited space available it may lead to difficulties for on site turning which is necessary to allow for egress from the site in a forward gear. Furthermore. the extensive single track drive has the potential to create difficulties of access for public services, emergency vehicles and traders to the proposed dwelling. Given the distance of the proposed dwelling from the highway the haulage of bins for collection down the long drive is also inappropriate. As such the proposal would be contrary to Policy CSQ3 of the South Oxfordshire Core Strategy, and Policies H4, T1, T2 and D10 of the South Oxfordshire Local Plan 2011.
