Variation of condition 2 (drawings) on application ref. P17/S4288/FUL to incorporate design changes.
Demolition of Hill Cottage and stable. Erection of new detached dwelling. Provision of new approach drive. Landscaping, fencing and other related works.
Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, HCK2 1.50P, HCK2 1.51Q, HCK2 1.55C, HCK2 1.41H, HCK2 1.42H, HCK2 1.40K, HCK2 1_20M, 0 10 REV D, 0 20 REV C, 1 50 REV J, 1 51 REV L, 1 42 REV E, 1 41 REV E, 1 40 REV G and 1 20 REV P, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The proposal is to be implemented in accordance with the previously approved schedule of external materials (ref: P18/S2878/DIS). Any variation to be agreed in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), no extensions, roof extensions or outbuildings as described in Schedule 2, Part 1, Class A, B and E of the Order shall be erected without obtaining planning permission for the Local Planning Authority.
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order) no gates, fences, walls or other means of enclosure as described in Schedule 2, Part 2, Class A of the Order shall be erected within the site without obtaining planning permission for the Local Planning Authority.
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
The previously approved landscaping measures (ref: P18/S2878/DIS) shall be implemented prior to the first occupation of the dwelling and thereafter maintained in accordance with the approved plans.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
Prior to occupation of the development hereby permitted the proposed means of access onto the highway is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan (Rev P) and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The off-site highway works shown on drawing no. 1.20, Rev P, or as otherwise agreed in writing with the Local Planning Authority shall be implemented in full before the first occupation/use of the development or in accordance with a programme of implementation agreed in writing with the Local Planning Authority and retained in use.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Unless otherwise agreed in writing by the Local Planning Authority, the previously approved Construction Traffic Management Plan (ref: P18/S2878/DIS) shall be implemented throughout the course of the development.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Prior to first occupation of the dwelling, the spoil arising from the formation of the basement shall be disposed of strictly in accordance with the previously agreed details ( ref:P18/S2878/DIS).
Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011
Obscure glazing shall be applied to the bathroom windows in the north-east elevation prior to the first occupation of the dwelling hereby approved and it shall be retained as such thereafter.
Reason: In the interests of neighbouring amenity, in accordance with Policies D4 and H4 of the South Oxfordshire Local Plan 2011
