Whilst the proposed scheme would constitute 'infill' as defined under Policy CSR1 of the South Oxfordshire Core Strategy (SOCS) the access arrangement and the crescent layout would relate poorly to the pattern of housing within the settlement. The development would also significantly erode the historic open character of a remaining croft which makes an important contribution to the character and appearance of the conservation area. The public benefits do not outweigh the less-than-substantial harm identified. The proposal is contrary to Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027, Policies D1, D3, G2, H4 and CON7 of the South Oxfordshire Local Plan 2011 and Paragraph 196 of the National Planning Policy Framework.

The proposed new access from Old Croft Close has not been demonstrated to be satisfactory in terms of the impact upon pedestrian and highway safety. The proposal is likely to result in the loss of adequate off-street parking provision for the existing dwellings at 5 and 6 Old Croft Close, resulting in an increased likelihood of indiscriminate or obstructive parking within the vicinity of the existing turning head. Furthermore, the pedestrian awareness visibility splays shown to either side of the public footpath crossing are on third party land and would be potentially difficult to maintain. This presents an unacceptable risk of conflict between pedestrian and vehicular traffic. The proposal is contrary to Policies D2, T1 and T2 of the South Oxfordshire Local Plan 2011.
