The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, BCA, 102, 105, 106, 107, 110, 111, 112, 113, 114, 115, 118, 119, 121, 4963.001 Rev C, 4963.006 Rev A, LP, 122B, CP Rev A, 100 Rev A, 101 Rev A, 120 Rev A, KIDE 70 065 Rev 0, 116 Rev A, 117 Rev A, 103 Rev A, 104 Rev A, 108 Rev A and 109 Rev A, except as controlled or modified by conditions of this permission. Notwithstanding the approved plan 120 Rev A referred to in Condition 2, prior to any building foundations being constructed for the development hereby approved, detailed plans showing the existing and proposed ground levels of the site together with the slab and ridge levels of the proposed development, relative to a fixed datum point on adjoining land outside of the application site, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To ensure a satisfactory form of development and relationship with neighbouring properties in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, D1, D4 and H4 of the South Oxfordshire Local Plan 2011. Prior any building foundations being constructed for the development hereby approved, a photographic schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, D1 and H4 of the South Oxfordshire Local Plan 2011. The first floor side-facing windows of Plots 3, 5, 7, 13, 14, 16, 17, 18, 19, 21, 22, 23, 25 hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter. Notwithstanding the provisions of the Town and Country (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order), no development as specified in Schedule 2, Part 1, Class A - Extensions; Class B - Roof Extensions; Class E - Outbuildings; Class F - Hardstandings shall be undertaken without obtaining planning permission for the Local Planning Authority. Reason: The specific circumstances of the development hereby approved, with a higher density than adjacent built form adjacent to the Chilterns AONB, warrant the Local Planning Authority having control over any further development as specified in the condition in the interests of the sensitive landscape setting, maintaining important trees and approved landscape features or compromise the minimum residential amenity standards that have been achieved by the approved layout in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 C4, C9, D1, D4 and H4 of the South Oxfordshire Local Plan 2011. No other development shall commence until the access has been constructed from Kennylands Road in accordance with drawing no. 4963.001 Rev C including any off-site highway works and clear visibility splays at 2.4 metres back from the edge of the main carriageway at the centre of the access to points 54m southbound and 56m northbound have been provided. The visibility splays shall be maintained as approved and not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011. Related application(s): P19/S3412/DIS

Prior to the first occupation of the development hereby approved, the whole of the estate roads and footpaths serving the constructed dwellings shall be laid out, constructed, lit and drained in accordance with the current version of Oxfordshire Residential Road Design Guide and thereafter maintained as approved. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of any dwelling hereby approved, the parking and turning areas shall be constructed in accordance with the approved plan 2018/P0025/101/A and shall be constructed, laid out, surfaced, drained and completed to be compliant with the sustainable drainage (SuDS) details approved in association with Condition 24, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to any building foundations being constructed for the development hereby approved, details of cycle parking for each dwelling shall be submitted to and approved in writing by the Local Planning Authority. The cycle parking shall be provided as approved prior to the occupation of the dwelling it would serve. Reason: To encourage the use of cycles as a means of transport in accordance with Policies G2, D2, H4 and T2 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of any dwelling hereby approved, a Residential Travel Plan for the encouragement of the use of sustainable modes of transport for the development shall be submitted to and approved in writing by the Local Planning Authority. The Travel Plan shall be implemented upon occupation of the first dwelling and thereafter used to promote the use of sustainable transport and avoidance of the single occupancy use of the private car, the targets for this shall be specified according to SMART criteria. The first residents of each dwelling shall be provided with a copy of the approved Travel Information Pack. The Residential Travel Plan shall be monitored and reviewed in accordance with details to be set out in the approved plan. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

The carport/garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to any building foundations being constructed for the development hereby approved, a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hard standings, and the provision of boundary treatment shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to any building foundations being constructed for the development hereby approved and concurrent with the submission of comprehensive details of the proposed landscape works, a maintenance schedule and a long term management plan for the soft landscaping works shall be submitted to and approved in writing by the Local Planning Authority. The schedule and plan shall be implemented in accordance with the agreed programme. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C4, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

The tree protection details as shown on the approved tree protection plan 208-06/C shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted, including any site clearance or demolition, a detailed Biodiversity Mitigation and Enhancement Plan (BMEP), specific to the approved development, shall be submitted to and approved in writing by the Local Planning Authority. The plan should demonstrate how the development can minimise the impact of development on protected species and minimise the net loss of biodiversity overall compared to the biodiversity value of the site prior to development. The BMEP should include, but is not limited to: a) Details of habitat creation or enhancements (this could cross reference relevant landscape plans) and include suitably detailed drawings and cross sections as required. b) Details of species enhancements including relevant scale plans and drawings showing the location, elevation and type of features as appropriate including a minimum of six bird and six bat boxes. c) Selection of appropriate strategies for creating / restoring target habitats or introducing target species d) Selection of specific techniques and practices for establishing vegetation; e) Sources of habitat materials (e.g. plant stock) or species individuals; f) Method statement for site preparation and establishment of target features; g) Extent and location of proposed works; h) Update badger survey of the site and immediate surroundings; i) Working methods to avoid impacts on protected species during development. Thereafter, the biodiversity mitigation and enhancement measures shall be developed on site and retained in accordance with the approved details. All enhancements should be delivered prior to the final occupation of the relevant phase. Should development not commence within 1 year of the date of this consent, update surveys shall be undertaken and the BMEP amended in accordance with those findings, to be approved in writing by the Local Planning Authority. Reason: To ensure the enhancements for habitats and species on the site are delivered in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027, Policies G2, C6 and H4 of the South Oxfordshire Local Plan 2011 and Paragraphs 170 and 175 of the NPPF (2018).

Prior to the commencement of the development hereby approved, including any works of site clearance, a mitigation strategy for badgers, which shall include details of a recent survey (no older than two months), whether a development licence is required and details of measures to protect badgers from being trapped in open excavations and/or pipe culverts are submitted to and approved in writing by the local planning authority. Thereafter, the development shall be carried out in accordance with the approved details. Reason: To protect the important species on the site, in accordance with provisions of the NPPF and Policies CSB1 of the South Oxfordshire Core Strategy 2027 and G2, C8 and H4 of the South Oxfordshire Local Plan 2011.

The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policies G2, EP2 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, details of appropriate provisions made for the control of dust emanating from the site, shall be submitted to an approved in writing by the Local Planning Authority. Thereafter, the development shall proceed in accordance with the approved details. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with South Oxfordshire Local Plan 2011 Policies G2, EP1 and H4.

Prior to any demolition and the commencement of the development a professional archaeological organisation acceptable to the Local Planning Authority shall prepare an Archaeological Written Scheme of Investigation, relating to the application site area, which shall be submitted to and approved in writing by the Local Planning Authority. Following the approval of the Written Scheme of Investigation and prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and usable archive and a full report for publication which shall be submitted to the Local Planning Authority. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON11, CON13, CON14 and E5 of the South Oxfordshire Local Plan 2011.

Prior to any building foundations being constructed for the development hereby approved, details of all street lighting shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the lighting shall be implemented in accordance with the approved details and shall be turned on only during agreed hours of operation and remain off at all other times. Reason: To protect the adjacent Chilterns AONB landscape, wildlife and local residents from light pollution in accordance with Policies G2, C4. C6, EP3 and H4 of the South Oxfordshire Local Plan 2011.

Prior to any building foundations being constructed for the development hereby approved, sustainable drainage details, shall be submitted and approved in writing by the Local Planning Authority. Thereafter, the development shall be implemented in accordance with the approved details before the development is occupied. These shall include: a) Detailed investigation of the surface depression and the site area generally with interpretative conclusions; b) A subsurface investigation based on the interpretation of the geophysical survey along with infiltration tests and appropriate interpretative conclusions to inform the drainage design. c) Full details of a sustainable surface water drainage system based on the results of the above investigations; d) Design calculations with appropriate climate change allowance and storage areas sizing; e) Full Suds construction details and proposals based on the above; f) Detailed proposed site and floor levels; g) Exceedance flood flow routing; h) A full future management and maintenance plan for the SuDS features to ensure the efficient functioning of the on-site SuDS; i) Details of any phasing of the development. Reason: To prevent pollution and flooding in accordance with Policies G2, EP1, EP4, EP6 and H4 of the South Oxfordshire Local Plan 2011.

Prior to any building foundations being constructed for the development hereby approved, details of proposed foul water drainage shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall subsequently be implemented in accordance with the approved details before the development is occupied. Reason: To prevent pollution in accordance with Policies G2, EP1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation any dwelling hereby approved, a scheme to provide each dwelling with Electric Vehicle Charging Points shall be submitted to and approved in writing by the Local Planning Authority. Thereafter each Electric Vehicle Charging Points shall be implemented prior to the occupation of the dwelling it would serve. Reason: To ensure sustainable forms of transport are provided in accordance with Policy CSQ2 of the of the South Oxfordshire Core Strategy 2027.
