The proposed development of this site is premature as the planning application has not come forward as a joint planning application and does not adhere to a previously approved masterplan. The dwelling has therefore been designed in isolation that undermines the overarching principles of the adopted Neighbourhood Plan and will therefore result in a development that fails to enhance local distinctiveness and will undermine the character and appearance of the area, as well as the setting of the Conservation Area. The proposal is therefore contrary to the National Planning Policy Framework, polices CS1, CSR1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy, saved policies G2, CON7, D1 and C4 of the South Oxfordshire Local Plan 2011 and policies BCS5, BCS5C, BCS9 and BCS10 of the adopted Brightwell cum Sotwell Neighbourhood Plan.
The proposed development fails to demonstrate that a safe and convenient access to the highway network can be achieved. The proposal is therefore contrary to the National Planning Policy Framework, policies CS1, and CSM2 of the South Oxfordshire Core Strategy, policy T1 of the South Oxfordshire Local Plan, and policies BCS5C and BCS9 of the adopted Brightwell cum Sotwell Neighbourhood Plan.
In the absence of a completed S106 Planning Obligation the proposal fails to secure the provision of upgrades to the highway network necessary to support the development. The application is therefore contrary to the National Planning Policy Framework, policy CSI1 of the South Oxfordshire Core Strategy, policy T1 of the South Oxfordshire Local Plan 2011, and policy BCS5C of the adopted Brightwell cum Sotwell Neighbourhood Plan.
