There is insufficient justification for the retrospectively proposed building in terms of agricultural need, having regard to the level of agricultural activity associated with the proposal and the characteristics of the proposed building contrary to policy A1 of the South Oxfordshire Local Plan 2011. The building is a solitary structure sited prominently in the landscape, which is within the Chilterns Area of Outstanding Natural Beauty which has a harmful impact on the wider natural beauty and landscape quality of the Chilterns AONB contrary to policy A1 of the South Oxfordshire Local Plan 2011 and policy CSEN1 of the Core Strategy 2027 and the aims of paragraph 115 of the NPPF. The building is of inappropriate design, orientation and materials for its stated intended use, for livestock and agricultural storage purposes, contrary to policy A1 of the South Oxfordshire Local Plan 2011 . The construction of the building gives rise to harm to the nearby ancient woodland and the biodiversity of the area,contrary to policy C6 of the South Oxfordshire Local Plan 2011 and paragraph 118 of the NPPF. The proposal fails to accord with development plan policies.
