The proposed development introduces a new detached building forward of the building line of Gidley Way. This is harmful to the street scene and out of keeping with the urban form and character of the area. The proposals would extend the built form of Gidley Way in this location toward the prominent ridge on which the application site sits. The proposals are therefore contrary to Policy D1 of the South Oxfordshire Core Strategy, particularly criteria (ii) respecting existing settlement patterns, and (vii) respecting distinctive settlement types and their character, and contrary to Policy CSQ3 - securing good design - of the South Oxfordshire Core Strategy.

The proposed development represents inappropriate development in the Green Belt in accordance with Paragraph 89 of the NPPF and is by definition harmful. The proposals are therefore contrary to both the NPPF and Policy CSEN2 of the South Oxfordshire Core Strategy and GB4 of the South Oxfordshire Local Plan 2011.
