The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P17/S3382/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 17/HCBH/04 A, 17/HCBH/02, 17/HCBH/03, 17/HCBH/07 A, 17/HCBH/08 A, 17/HCBH/01, 17/HCBH/06 A, 17/HCBH/05 A, 17/HCBH/09 A, SIP 001 and 170410-01, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P17/S3382/DIS

Prior to the commencement of the development hereby approved samples of the materials to be used for the external roofs shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CS1, CSEN1, CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, D1, G2 and H13 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development hereby permitted the proposed means of access onto Shiplake Row is to be formed and laid out and constructed strictly in accordance with local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage as detailed on approved plan SIP 001. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies D2, T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to first occupation of the development hereby approved the existing means of pedestrian access onto Heathfiled Close shall be improved and laid out and constructed strictly in accordance with approved plan SIP 001. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The vision splays shown on the approved plan 170410-01 shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That the brickwork to be used for the external walls of the development hereby approved shall be of the same colour, type and texture as those used on the existing building(s). Reason: In the interests of the visual appearance of the development in accordance with Policy CS1, CSEN1, CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, D1, G2 and H13 of the South Oxfordshire Local Plan 2011.

The cill level of the roof lights in the north elevation shall be at least 1.7 metres above the floor level of the associated rooms and shall be retained as such. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) no additional windows,or other openings shall be inserted at any time at first floor level in the north elevation of the development hereby approved. Reason: To ensure that the development is not unneighbourly in accordance with Policies H13 and D4 of the South Oxfordshire Local Plan 2011.
