The proposal for 56 bed Care Home would result in an institutional C2 use on a site allocated for a mixture of open market and affordable dwellings within the Joint Henley and Harpsden Neighbourhood Development Plan. It would therefore exacerbate the shortage of both open market and affordable units relative to the provision set out in the Neighbourhood Development Plan. Therefore the proposal is contrary to general objectives and policies H1, H3 and SP9 of the Joint Henley and Harpsden Neighbourhood Development Plan, and Policies CS1, CSS1 and CSHEN1 of the South Oxfordshire Core Strategy December 2012 and the NPPF.
