The site will be exposed to significant adverse noise impacts from both the nearby road traffic (A4074) and varying aircraft from the Benson RAF airfield which cannot be mitigated in an acceptable manner. As such the site is not suitable for residential development as the noise exposure for future residents will be 'Noticeable and Disruptive' and would be detrimental of the amenity of occupiers of the dwellings contrary to saved policy EP2 of the South Oxfordshire Local Plan 2011 and advice in the NPPF and Planning Practice Guidance.

In the absence of a signed S106 agreement, the proposal fails to secure affordable housing to meet the needs of the District contrary to policies CSH3 of the adopted South Oxfordshire Core Strategy and wider guidance contained within the National Planning Policy Framework.

In the absence of a signed S106 agreement, the proposal fails to provide adequate services and facilities to meet the needs of the development contrary to Policy CSI1 of the adopted South Oxfordshire Core Strategy and saved Policies T1, R2 and R6 of the South Oxfordshire Local Plan 2011.
