That having regard to the number of dwellings, their density and layout and the site's sensitive and constrained backland location, the proposal would be at odds with the existing pattern of development on this part of Kennylands Road, fail to respect the village's landscape setting and would detract from the rural character and appearance of area. As such, the proposal would conflict with policies CSEN1 of the South Oxfordshire Core Strategy, policies G2, C4, D1 and H4 of the South Oxfordshire Local Plan 2011, Government Guidance within the National Planning Policy Framework and Policies D1, ENV2 and HS3 of the Sonning Common Neighbourhood Plan.
In the absence of a completed S106 legal agreement, the proposal fails to secure affordable housing to meet the needs of the district. As such, the development would be contrary to the National Planning Policy Framework and Policy CSH3 of the South Oxfordshire Core Strategy.
