The RSK Geo-environmental site assessment identifies potential sources for land contamination at the application site making recommendations for intrusive ground investigations. As works are required to characterise any land contamination a further report specifying the measures to be taken to remediate the site to render it suitable for the development hereby permitted shall be submitted to and approved in writing by the local planning authority. The site shall be remediated in accordance with the approved measures before new construction begins. If, during the course of development, any contamination is found which has not been identified in the site investigation, additional measures for the remediation of this source of contamination shall be submitted to and approved in writing by the local planning authority. The remediation of the site shall incorporate the approved additional measures. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

Prior to any works above DPC level, details of safety sightlines at road junctions within the scheme have been submitted to and approved in writing by the local planning authority. The approved safety sightlines shall be constructed and thereafter retained unobstructed by any object, structure, planting or other material exceeding a height of 0.9m measured from carriageway level Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Prior to any works above DPC level, details of additional water supply infrastructure sufficient to serve the development, including the provision of fire hydrants, have been submitted to and approved in writing by the local planning authority. The development shall be carried out in accordance with the approved details. No dwelling shall be occupied until the fire hydrants have been provided and made operational and the additional water supply is completed and made available. A landscape management plan, including long term design objectives, management responsibilities and maintenance schedules for all landscape areas, other than small, privately owned, domestic gardens, shall be submitted to and approved by the local planning authority prior to the occupation of the development or any phase of the development, whichever is the sooner, for its permitted use. The exterior of the development hereby permitted shall only be constructed in the materials specified on plan PL100 F hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Any variation to the SUDS Management and Maintenance Plan provided at Appendix K of the Flood Risk Assessment accompanying the application shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the dwellings hereby permitted the proposed means of accesses onto Littleworth Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Before any of the dwellings in the relevant phase of development are first occupied the whole of the estate roads and footpaths of that phase, shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming put in place in accordance with Oxfordshire County Council's Specifications. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Before any of the dwellings hereby permitted are first occupied, the proposed vehicular accesses, driveways and turning areas that serve those dwellings shall be constructed, laid out, surfaced and drained in accordance with the Oxfordshire County Council's Specifications. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The landscaping scheme set out in the Agent's email dated 5 may 2017 and detailed on drawings CALA20991-11 B-Sheet 1 to 6 shall be implemented prior to the first occupation or use of development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The archaeological work required shall be carried out in accordance with the agreed Written Scheme of Investigation agreed under planning permission (P14/S0673/FUL). The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority. Reason : To safeguard the identification, recording, analysis and archiving of heritage assets before they are lost and to advance understanding of the heritage assets in their wider context through publication and dissemination of the evidence in accordance with the NPPF (2012).

A construction method statement (CMS) by Peter Brett ref 35345 dated November 2015 was submitted in relation to this site under application ref P15/S3922/DIS. This CMS is acceptable and has been approved. Any variation to the approved CMS shall be submitted to and approved in writing by the Local Planning Authority prior to the variation of the CMS occurring. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No dwelling shall be occupied until the approved means of vehicular access to it and the parking spaces to serve it have been constructed in accordance with the approved plans. These shall thereafter be retained available for their intended purpose. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

A minimum of 13% of the market dwellings hereby permitted shall be are built to meet Category 2 / M4(2) of Part M Building Regulations 2010 (Life times homes standards have been superseded). Reason: In accordance with the aims of Policy CSH4 of the South Oxfordshire Core Strategy and having regard to the Oxfordshire Strategic Housing Market Assessment April 2014.
