Having regard to the siting and scale of the dwelling proposed, the development would not constitute an appropriate infill development. The development would result in an incongruous form of development and would harm the character and appearance of the site and the surrounding area. As such the development fails to adhere to the provisions of the National Planning Policy Framework (NPPF), policies CSQ3, CSR1 and CSS1 of the South Oxfordshire Core Strategy (SOCS), saved policies D1, G2 and H4 of the South Oxfordshire Local Plan (SOLP) and policies D1, D1b and H3 of the Sonning Common Neighbourhood Plan (SCNP, 2016).
Having regard to the siting, scale and design of the dwelling proposed, the development would be overbearing to and result in a loss of outlook to neighbouring 1 Ilex Close and would result in adverse levels of overlooking to the detriment of the privacy of both neighbouring 1 Ilex Close and 42 Westleigh Drive. As such the development fails to adhere to the provisions of saved policies D4 and H4 of the South Oxfordshire Local Plan (SOLP) and policy H3 of the Sonning Common Neighbourhood Plan (SCNP, 2016).
The application fails to demonstrate that the development would be served by a safe and convenient access onto the site and fails to demonstrate adequate levels of off street parking and manoeuvring areas. In the absence of this, the development is contrary to the provisions of the National Planning Policy Framework (NPPF) and the saved policies H4, T1 and T2 of the South Oxfordshire Local Plan (SOLP).
