Conditions / Refusal Reasons
The development would not accord with the distribution strategy for housing within the district and would not be easily accessible to services and facilities by sustainable modes of transport. It has not been demonstrated that the development could provide appropriate accessibility for pedestrians, to the detriment of highway safety and convenience. As such, the proposal would be contrary to the National Planning Policy Framework, policies CSS1, CSR1 and CSM1 of the South Oxfordshire Core Strategy and policies G3 and T1 of the South Oxfordshire Local Plan 2011.
The site forms part of the immediate countryside setting of Lower Shiplake and contributes to its separation from Shiplake. The proposal would have an unacceptable urbanising impact on this predominantly rural, settlement edge location. The proposal would significantly detract from the character and appearance of the site and surrounding area and potential additional tree loss as a result of the proposed footway could further detract from the rural and sylvan approach to Lower Shiplake. As such, the proposal would be contrary to the National Planning Policy Framework, policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy and policies G2, G4, C4 and D1 of the South Oxfordshire Local Plan 2011.
The proposal fails to secure affordable housing to meet the needs of the District and would not provide an appropriate mix of dwelling types and sizes. The proposal would also fail to secure infrastructure necessary to meet the needs of the development. As such, the development would be contrary to the National Planning Policy Framework and policies CSH3, CSH4, CSI1 and CSM2 of the South Oxfordshire Core Strategy and policies T1 and D12 of the South Oxfordshire Local Plan 2011.
