The proposal by reason of its size in relation to the plot and the design and layout of the car parking areas would result in a cramped form of development that would be out of keeping with the character of the area and appearance of the street scene contrary to policies CSR1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and policies D1, G2 and H4 of the South Oxfordshire Local Plan 2011. That having regard to the inclusion of second floor accommodation and a bedroom window on the rear elevation the development would overlook neighbouring properties resulting in a loss of privacy contrary to policies D4 and H4 of the South Oxfordshire Local Plan 2011.
