Conditions / Refusal Reasons
The development shall begin before within two years from the date of this approval for reserved matters. Reason: To comply with conditions in the outline planning permission P02/W0848/O and by virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the schedule received 31 October 2013 referring to the approved plans (amended 15 August 2013) except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P14/S1294/DIS

Prior to the commencement of development, details and samples of all materials to be used externally in the construction shall be submitted to and approved in writing by the Local Planning Authority. The development shall be built using only the approved materials. Reason: In the interests of the appearance of the development and in accordance with Policy D1 of the South Oxfordshire Local Plan 2011 and Policy CSQ3 of the South Oxfordshire Core Strategy. Prior to commencement of this phase of development details of the location and specification of street furniture, including cycle racks and stands, bus shelters, seats, signs, bollards, lighting columns and other external structures, shall be submitted for approval in writing by the Local Planning Authority. The street furniture shall be implemented in accordance with the approved details. Reason: In the interests of the appearance of the development and in accordance with Policy D1 of the South Oxfordshire Local Plan 2011 and Policy CSQ3 of the South Oxfordshire Core Strategy. Details of lighting for roads and other external areas shall be implemented in accordance with details that shall have first been submitted to, and approved in writing by the Local Planning Authority. Reason: In the interests of visual amenity, tree planting, highway safety and to minimise light pollution in accordance with policies D1 of the adopted South Oxfordshire Local Plan 2011 and policy CSQ3 of the South Oxfordshire Core Strategy. No development shall take place until full details of both hard and soft landscape works have been submitted to and approved in writing by the Local Planning Authority. These details shall include hard surfacing materials, schedules of new trees and shrubs to be planted (noting species, plant sizes and numbers/densities), the identification of the existing trees and shrubs on the site to be retained (noting species, location and spread), any earth moving operations and finished levels/contours, and an implementation programme. Reason: To help to assimilate the development into its surroundings in accordance with policy CSQ3 of the South Oxfordshire Core Strategy 2027 and policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby approved, a scheme for the protection of the areas of open space within the development during construction works, shall be submitted to and approved in writing by the Local Planning Authority. The development shall only be carried out in accordance with the approved detail. Reason: To ensure that these areas are not compacted with construction vehicles and storage of materials which could compromise future planting in the interests of visual amenity in accordance with policy CSQ3 of the South Oxfordshire Core Strategy and policies G2 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of this phase of development details of tenure mix on the affordable housing units shall be submitted and approved in writing by the Local Planning Authority. The tenure for those units must be in accordance with the approved details unless otherwise agreed in writing by the Local Planning Authority. Reason: To meet the housing needs of the Council in accordance with policy CSH3 of the adopted Core Strategy.

Prior to the commencement of development, and notwithstanding any details shown on the approved drawings, full details of the proposed boundary treatment to the pumping station and electricity substation shall be submitted to and approved in writing by the Local Planning Authority. The development shall only be carried out in accordance with the approved details. Reason: To help to assimilate the development into its surroundings in accordance with policy CSQ3 of the South Oxfordshire Core Strategy 2027 and policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the submitted landscape management and maintenance proposals document reference 2134-DN02A-RE-01D, prior to the commencement of development a schedule detailing long term maintenance responsibilities shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the effective management of the landscaped areas and to secure an attractive develompent in accordance with policy CSQ3 of the approved South Oxfordshire Core Strategy.

Prior to the final occupation of this phase of development a schedule identifying plots numbers with postal addresses shall be submitted to the Local Planning Authority. Reason: To enable monitoring of conditions on this development.

Notwithstanding the provisions of Class A of Part 1 Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 (or the equivalent provisions of any order revoking and re-enacting that Order), there shall be no extension to the dwellings hereby permitted on the following plots without the prior grant of planning permission:- Plots 43, 44, 47, 48, 49, 53, 54, 55, 56, 57, 58, 59, 60, 61, 78, 81, 82, 83, 84, 85, 93, 94, 95, 122, 123, 127, 128 and 129. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of Class A of Part 2 Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 (or the equivalent provisions of any order revoking and re-enacting that Order), no fences, walls, gates or other means of enclosure, other than those shown on the approved drawings, shall be erected in advance of any wall of a plots 1-4, 5-39, 148-154, 118-121, 97-100, 72-78 and 46-56 (including a side or rear wall) which faces a highway (including a footpath or bridleway) without the prior grant of planning permission. Reason: In the interests of the visual appearance of the development and highway safety in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of Class A of Part 1 Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 (or the equivalent provisions of any order revoking and re-enacting that Order), the garage accommodation forming part of the development shall be retained for parking motor vehicles at all times and shall not be adapted to be used for any other purpose. Reason: To retain adequate on-site parking provision in the interest of highway safety in accordance with policies T1 and T2 of the adopted South Oxfordshire Local Plan 2011.

Notwithstanding the details on the approved plans, the proposed first floor side window in the eastern elevation of plot 68 shall be omitted from the scheme. Reason: In the interests of protecting the privacy levels of the neighbouring property in accordance with saved policy D4 of the adopted South Oxfordshire Local Plan.
