The development shall begin before within two years from the date of this approval for reserved matters. Reason: To comply with conditions in the outline planning permission P02/W0848/O and by virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the drawings listed in the PHASE 2D DRAWING ISSUE SHEET-A updated 26 March 2013 except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P13/S2262/DIS

The external finishes (except for the brickwork)of the development hereby permitted shall only be constructed in the materials specified on Drawing NN2D-006 External Finishes Layout and the email from Simon Cooper dated 27 March 2013 or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011. Notwithstanding the details submitted with the application hereby approved, details and samples of the bricks to be used for the external walls shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policy G2 of the South Oxfordshire Local Plan 2011. Prior to commencement of development details of the window finish construction shall be submitted on a drawing for approval in writing by the Local Planning Authority. The construction shall be in accordance with the approved details unless otherwise approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development details of external lighting for the car park and details of any signage shall be submitted for approval in writing. The development shall be implemented in accordance with the approved details. Reason: Reason: In the interests of security and the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and D6 of the South Oxfordshire Local Plan 2011.
