Conditions / Refusal Reasons
The application site lies within a flat agricultural landscape close to the edge of the Chilterns Area of Outstanding Natural Beauty (AONB). The proposed development, due to its siting, and height would result in a significant vertical element in the surrounding landscape that would be visually prominent in public views from the surrounding public rights of way network and the Phoenix Trail. The proposed turbine, including its moving parts, would be a dominant feature of the landscape in public views towards the AONB and would have a detrimental impact on the setting of the AONB such that it would neither conserve nor enhance the natural beauty and landscape qualities of the AONB. As such the proposal would be contrary to Policies G2, G4, G6, C1, C2, D1, and D9 of the South Oxfordshire Local Plan 2011 and Policies CSQ1, CSQ3, and CSEN1 of the South Oxfordshire Core Strategy, and would also conflict with guidance contained within the National Planning Policy Framework.
