The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P12/S3122/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 2446 103 rev F, 2446 104 rev B, 2446.111 rev D, 2446.112 rev E, 2446.118 rev D, 2446.119G Comparison Plan, 2446.120 Street Scene, G8-CW-T-75, 6847.03.01 A Indicative Route, TR8110675/SK07 D Proposed Levels, 4649-02 Plot 6, 4649-01 Access, 2446.117 rev F, 2446 102 rev I, 2446.116 Rev B, 11-18-01 Rev H, 1042-SU01, 1042-SU02, 2446 101 rev L, 2446.109 rev B, 2446.115 rev A, 6847.03.01 rev A, 2446.100, 2446.116, Visibility Splays - Figure 4 and Construction Management Plan, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P12/S3122/DIS

The slab levels and ridge heights of the proposed dwellings, shall be implemented as shown on the approved levels plan TR8110675/SK07/D unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the development properly relates to the levels of adjoining development in the interests of amenity and the character and appearance of the locality and to safeguard protected trees and in accordance with Policies G2, G6, C4, C9, D1, D4 and H4 of the South Oxfordshire Local Plan 2011. Details of achievement of Secured by Design accreditation that has been obtained from the Association of Chief Police Officers shall be submitted to and approved in writing by the Local Planning Authority prior to first occupation of the development and thereafter the development shall be implemented in accordance with the approved details. Reason: In the interests of the crime reduction in accordance with Policies G2, D6 and H4 of the South Oxfordshire Local Plan 2011.

The exterior of the development hereby permitted shall only be constructed in the materials specified in the submitted schedule of materials - revision 6 March 2012 or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the appearance of the development and in accordance with Policies G2, G6, C4, D1 and H4 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country (General Permitted Development Order) 1995 (or any Order revoking or re-enacting that Order), no development as specified in Schedule 2, Part 1 Class A - Extensions, Class B - Roof Extensions, Class D - Porches, Class E - Outbuildings, Class F - Hardstandings shall be undertaken without the prior written permission of the Local Planning Authority. Reason: The specific circumstances of this site warrant the Local Planning Authority having control over any further development as specified in the condition in the interests of amenity and in accordance with Policies G2, G6, C4, C9, D1, D4 and H4 of the South Oxfordshire Local Plan 2011.

The measures set out in the Sustainability Statement and Code for Sustainable Homes Strategy - Revised Final Version 10th February 2012, which accompanied the application, in respect of sustainable building, shall be implemented in accordance with the statement prior to the first occupation of any unit, unless as may otherwise be agreed in writing by the Local Planning Authority. Reason: To ensure sustainable development in accordance with Policies G2, D8 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the dwellings hereby approved, the approved refuse and recycling storage for the proposed dwellings shall be implemented in strict accordance with the approved details and thereafter retained as approved. Reason: To ensure adequate provision for the management of waste in accordance with Policies G2, D10 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the dwellings hereby approved, details of the location of fire hydrants as agreed with the Fire & Rescue Service shall be submitted to and approved in writing by the Local Planning Authority and thereafter implemented and retained as agreed. Reason: In the interests of fire safety and in accordance with Policies G2, G6, D1, D11 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the dwellings/use of the approved access, the closure of the existing vehicular access onto B461 Peppard Road shall be implemented in accordance with details submitted to and approved by the Local Planning Authority. Thereafter the access shall remain closed. Reason: In the interest of highway safety and in accordance with Policies G2, T1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the dwellings hereby approved, the vision splays shown on the approved plan 'Visibilty Splays - Figure 4' shall be implemented and thereafter retained as approved. Reason: In the interest of highway safety and in accordance with Policies G2, T1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the dwellings hereby approved, the footpath shown on the approved plan TR8110675/SK07/D shall be provided in accordance with details agreed through a Section 278 Agreement with Oxfordshire County Council. Reason: In the interests of highway safety and convenience in accordance with Policies G2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development, the parking and turning areas shall be provided in accordance with the approved plan 2446/102/I and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interests of highway safety and in accordance with Policies G2, D2, H4, T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

The development hereby approved shall proceed strictly in accordance with the approved Construction Traffic Management Plan and Construction Method Statement received 26th March 2012 and updated plan 4649/55/A received 26th June 2012 and the agreed measures shall be set in place prior to the commencement of any site works and retained for the duration of the development. Reason: In the interest of highway safety and to safeguard protected trees and in accordance with Policies G2, C9, H4, T1 of the South Oxfordshire Local Plan 2011.

The approved planting scheme shall be implemented as shown on the approved plan 11/18/01/H dated 13th February 2012 within the first planting season of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. The approved hard landscaping scheme shall be implemented as shown on the approved plan prior to first occupation of the dwellings hereby approved. Reason: To help to assimilate the development into its surroundings in accordance with Policies G2, G6, C4, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

A maintenance schedule and a long term management plan for the wildlife corridor shown on the approved plans shall be submitted to and approved in writing by the local planning authority. The schedule and plan shall be implemented in accordance with the agreed programme. Reason : To help to assimilate the development into its surroundings in accordance with Policies G2, G6, C4, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with the approved tree protection measures submitted with the application. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies G2, G6, C4, C9 D1 and H4

The development hereby permitted shall be implemented in accordance with the recommendations of the Phase 1 and Badger Mitigation submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important habitats/species on the site in accordance with Policies G2, C6, C8 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the dwellings hereby approved, surface water drainage works shall have been carried out in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Thereafter the details shall be retained as approved. Reason: To prevent pollution and flooding in accordance with Policies G2, EP6 and H4 of the South Oxfordshire Local Plan 2011.
