Conditions / Refusal Reasons
That the proposed development is contrary to the policies of the adopted South Oxfordshire Local Plan.  This development for 50 dwellings and associated infrastructure is on land outside of the built up area of Sonning Common and in the open countryside.  The site is not allocated for development (policy H2) and is not a site suitable for development within the built-up limits of the settlement (policies H4).  The development would extend into and encroach upon the adjacent open countryside contrary to policies G4 and H6 of the adopted South Oxfordshire Local Plan.


That the development of this site, together with other sites in the locality would cumulatively pre-determine decisions about the location and scale of new development and the necessary supporting infrastructure and would therefore undermine the forthcoming site allocations Development Planning Document,  which should determine the location and scale of new development and approach to infrastructure provision. The development therefore conflicts with the aims of the Local Development Framework process. 


That the site lies immediately adjacent to the Chilterns Area of Outstanding Natural Beauty. The proposal would extend the limits of built development into the countryside adjoining Sonning Common and would detract from the setting and therefore the beauty of the area, contrary to policies H6, G4, C2 and C4 of the adopted South Oxfordshire Local Plan.
 


That the proposal fails to provide affordable housing and the indicative layout illustrates a poor pepper- potting arrangement.  The scheme thus contravenes guidance set out in PPS3, policy H9 of the adopted South Oxfordshire Local Plan and Section 11 of the Affordable Housing SPG.  
 


That the development fails to provide a housing mix in accordance with housing need contrary to Policy H7 of the adopted South Oxfordshire Local Plan and PPS 3.

That the proposal fails to provide adequate facilities and services to meet the needs of the development contrary to PPS12 and Policies  C6, R2, R3, R6, D11, D12 of the South Oxfordshire Local Plan.

Inadequate information accompanies the application to demonstrate that 50 houses can be built on the site in a manner which protects the amenity of occupiers of existing dwellings and provides adequate standards of amenity for occupiers of proposed dwellings. The development is therefore contrary to policies G2, D1, D3 and D4 of the adopted South Oxfordshire Local Plan and advice contained within Section 3 of the South Oxfordshire Design Guide.
