The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P23/S2457/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, C228.09 Rev A, 2171 GUA-DR-L-005 Rev P02, C228.12, C228.13, C228.02 Rev B, C228.06 Rev A, C228.05 Rev A, C228.08 Rev A, 2171 GUA-DR-L-004 Rev P02, C228.07 Rev A, C228.10 Rev A, C228.03 Rev D, C228.14, 2171-GUA-DR-L-004-006-P03, 4377 S2 BISH-ICS-01-XX-DR-C-0200 Rev P06, C228.02 Rev C, 4377 S2 BISH-ICS-01-XX-DR-C-0104 Rev P03, C228.01 Rev D, C228.04 Rev C, 4377-BISH-ICS-01-XX-DR-C-0102 Rev P04, 4377-BISH-ICS-01-XX-DR-C-0103 Rev P04, 4377-BISH-ICS-01-XX-DR-C-0101 Rev P04 and 4377-BISH-ICS-01-XX-DR-C-0100 Rev P03, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the materials schedule document reference: C228/3.1 Rev B hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: To safeguard the character of the buildings, the character of the conservation area and the setting of listed and historic buildings in accordance with Policies DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.

All windows and external doors shall be provided in accordance with the Window and Door Specifications reference: C228.12 and C228.13 hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: To safeguard the character of the buildings, the character of the conservation area and the setting of listed and historic buildings in accordance with Policies DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A, B, C and D of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To safeguard the character of the buildings, the character of the conservation area and the setting of listed and historic buildings in accordance with Policies ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To safeguard the character of the buildings, the character of the conservation area and the setting of listed and historic buildings in accordance with Policies ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order) the erection or construction of gates, fences, walls or other means of enclosure as described in Schedule 2, Part 2, Class A of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority. Reason: To safeguard the character of the buildings, the character of the conservation area and the setting of listed and historic buildings in accordance with Policies ENV6, EV7 and EN8 of the South Oxfordshire Local Plan 2035.

The landscaping scheme as shown on the approved plans 2171 GUA-DR-L-004 Rev P03, 2171 GUA-DR-L-005 Rev P03 and 2171 GUA-DR-L-005 Rev P03 shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

A hedge of a species to be first agreed in writing with the Local Planning Authority shall be planted along the northern boundary of the land adjacent to Abingdon Road prior to first occupation of the development hereby approved and any plant which may die or be seriously damaged or destroyed within 5 years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, ENV3, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development, a badger protection method statement (BPMS) shall be submitted to and approved in writing by the local planning authority. The BPMS shall accord with the recommendations made in the supporting Badger Annex (Ecology Resources, 15/10/2021 FINAL) and include an update badger walkover survey of the access track corridor (no older than 6 months). Thereafter, the development shall be implemented strictly in accordance with the approved BPMS. Reason: To protect the important species on site, in accordance with Policies ENV2 of the SOLP and paragraphs 174 and 180 of the NPPF.

The development hereby approved shall be implemented in strict accordance with the measures stated in section 6.1.3 of the supporting Updated Bat Survey Report & Bat Mitigation Strategy (Windrush Ecology Ltd, July 2020) and the bat tubes and tiles PDF. Reason: To minimise the impacts of development on biodiversity and achieve net gains for biodiversity, in accordance with ENV2 and ENV3 of the SOLP 2035 and paragraph 170 and 175 of the NPPF.

The surface water drainage scheme shall be implemented in accordance with the details stated in Drainage Calcualtions PP Front, Drainage Calculations Soakaway, Drainage Design- Central Barns drwgno 4377 S2 BISH-ICS-01-XX-DR-C0200 Rev P06.pdf and Letter to confirm maintenance of communal dated areas dated 2022-02-02 prior to the occupation of the development hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.

The foul water drainage scheme shall be implemented in accordance with the details stated Drainage Calcualtions PP Front, Drainage Calculations Soakaway, Drainage Design- Central Barns drwgno 4377 S2 BISH-ICS-01-XX-DR-C0200 Rev P06.pdf and Letter to confirm maintenance of communal dated areas dated 2022-02-02 prior to the occupation of the development hereby approved. Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.

Prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the Written Scheme of Investigation dated 27 June hereby approved. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason: To safeguard the identification, recording, analysis and archiving of heritage assets before they are lost and to advance understanding of the heritage assets in their wider context through publication and dissemination of the evidence in accordance with Policy ENV9 South Oxfordshire Local Plan 2035 and the NPPF (2019).

Prior to occupation of the development hereby permitted the proposed means of access onto Abingdon Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The vision splays shown on the approved plan drwgno BISH ICS 01 XX DR C 0100, Rev P03 shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan drwgno C228.04 Rev C, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
