P14/S2860/O Residential development comprising 555 dwellings, a one form entry primary school, associated landscaping and open spaces, construction of a new access onto the A4130 Calvin Thomas Way/ Bosley Way, construction of a public transport link/ emergency access onto Wantage Road, and other supporting infrastructure works and facilities.
Conditions / Refusal Reasons
The development hereby permitted shall begin no later than two years from the date of approval of this reserved matters consent.
Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans except as controlled or modified by conditions of this permission.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Notwithstanding the provisions of Class A of Part 1 Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 (or the equivalent provisions of any order revoking and re-enacting that Order), the garage accommodation forming part of the development shall be retained for parking motor vehicles at all times and shall not be adapted to be used for any other purpose.
Reason: In the interests of highway safety and to ensure the provision of adequate offstreet car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The vision splays shown on Drawing E723-PH1-05 F shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6 metres as measured from carriageway level.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved drawing 16381 C101AF Site Layout Plan and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to occupation of the final residential unit a plan showing land transferred to Oxford County Council, the registered provider, the management company, Wallingford Sports Trust, Wallingford Town Council or any other interested parties shall be submitted to and approved by the Local Planning Authority.
Reason: To clarify and ensure which party is responsible for the maintenance and upkeep of the site in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies T1, D1 and G2 of the South Oxfordshire Local Plan 2011.
Except for the Boulevard details approved in this reserved matters application, reserved matters for future phases of the development shall include the detailed design of the spine road and include finished surfaces, highway construction, tree root zones, landscaping and traffic restrictions.
Reason: In the interests of highway safety, visual amenity and landscaping of the development, in accordance with Policy CSQ1 of the Core Strategy and policies D1 ,and T1 of the South Oxfordshire Local Plan.
