The District council is also satisfied, on the balance of probabiltiies, that there has been a continued breach of Condition 3 of planning permission P00/N0401 for a period in excess of ten years beginning with the date of the breach. Accordingly, the time for enforcement action in respect of both breaches of planning control has now expired.
