Conditions / Refusal Reasons The siting of the catering unit harms the carefully planned and designed character and appearance of this prominent town centre location, contrary to policies G2, G6, D1, D5, E5 and TC2 of the South Oxfordshire Local Plan 2011 and the siting of the catering unit is contrary to the requirement of policy DID6, that development at this location should be part of a comprehensive scheme for the site.

The siting of the catering unit has a negative impact on parking provision at the Orchard Centre and the accessibility of the Orchard Centre to those who are mobility impaired, contrary to policies D1, D2, T1 and T2 of the South Oxfordshire Local Plan 2011.
