Council and democracy 

Committees

The Council is made up of the following committees:

Full Council is responsible for approving the Council's overall budget and policy framework.

Cabinet is responsible for carrying out the executive functions of the Council within the approved budget and policy framework. 

Customer and Community Scrutiny Committee leads on issues that have a direct impact on the Council's customers and communities. 

Corporate Improvement and Scrutiny Committee leads on issues concerned with the management of the Council's resources, internal services and overall improvement programme. 

  • Each scrutiny committee is made up of 13 councillors and is responsible for holding the Cabinet to account, policy development, best value reviews and external scrutiny. The above two scrutiny committees replace the Overview Committee and Scrutiny Committee, for which the agendas, reports and minutes can still be viewed.

The Audit and Corporate Governance Committee is responsible for managing risk, maintaining an effective control environment and considers reports on financial and non-financial performance.

Planning Committee is responsible for determining certain planning applications which are not decided under delegated powers.

General Licensing Committee is responsible for determining issues relating to licensing and registration.

Licensing Committee  is responsible for determining issues relating to licensing under the Licensing Act 2003 and the Gambling Act 2005.

Licensing Panels hear applications for licences. These are made up of three members of the main committee.

Standards Committee is responsible for promoting and maintaining high standards of conduct of councillors and monitoring the operation of the Members Code of Conduct

NNDR and Benefits Appeals Panel and the Housing Appeals Panel may consider an appeal made against a decision by the Council in relation to Housing, NNDR rate relief and benefit claims.

Joint committees with other authorities

The Ridgeway Shared Services Partnership (RSSP) is the strategic board charged with reviewing and monitoring the RSSP which involves the Vale of White Horse District Council and South Oxfordshire District Council working jointly to deliver shared financial services, which include revenues and benefits, benefits counter fraud, accountancy, accounts payable, accounts receivable and associated IT services.

We are now webcasting our planning, council, cabinet, scrutiny and audit and corporate governance committee meetings.

Committee reports and documents

You can view the documents relating to a particular meeting by selecting the highlighted date. Officer reports can be viewed online and will become available five working days before the committee date. Minutes from previous meetings can be viewed and will appear within five working days of the meeting approving them.
